11-10-03 WASHAKIE COUNTY PLANNING COMMISSION MINUTES

The Washakie County Planning Commission members met on the above date. Those present for the meeting were Members Gary Rice, Dave Dunham, Wally Trembath and Greg Hammons.  Absent was Kermit Sweeny.   Also present for the meeting was County Planner Rod Proffitt and County Clerk Mary Grace Strauch.  

 

The meeting opened at 7:00 pm.

 

A motion was made by Wally to approve the minutes of the October 29, 2003 meeting.  Dave would like to add to the minutes that after the second to last paragraph which begins “Grace Busch” that the planning commission decided to strike any reference to using the canal roads for the hiking/biking path in the plan.  This amendment was added to the motion and second was made by Greg.  Motion carried.

 

A motion was made by Dave and seconded by Wally to approve the minutes as amended.  Motion carried.

 

Discussion was held on the Budd-Falen Law office comments that had been made on the plan.

 

A motion was made by Dave and seconded by Wally to certify the comprehensive plan to the county commissioners with the Budd-Falen comments attached.  Motion carried.

 

Discussion was held on the Big Horn Forest Revision Program.  Director Bill Bass has asked the county commissioners if they have any additional information that they want in the plan and the county commissioners are asking the planning commission for input.  Gary would like to see the Elk Security issue revised.  He feels that it is too strong as it is written.   

 

Discussion was held on draft number one of the zoning plan.  The BLM has offered to work with the commission regarding the possibility of landowners being able to swap BLM land and private land.  Rod stated that he could have a map available at the next meeting if the commission was interested in pursuing the issue.  All members thought that they would like to wait until after they have had a chance to review the zoning draft and other zoning plans from surrounding counties.

 

A motion was made by Dave and seconded by Wally to give the county commissioners the draft number one zoning proposal along with several zoning plans from counties within the state and have the commissioners review these documents and meet with the commission to discuss the documents.   Dave stated that if the county commissioners are not in favor of zoning or do not want many zoning regulations there is no reason for the commission to work through a long process and have it rejected by the county commissioners.  Motion carried.

 

The next meeting will be December 17, 2003 beginning at 6:00 pm at the home of Rod and Susan Proffitt.  After the meeting a Christmas party will be held.

 

Discussion was held on the letters from Cole and Carol Smith.  Wally would like the commission when looking at the zoning plan to remember that the rules and regulations must be very clear and concise.
