2002 Wyoming Legislative Changes on Veteran Exemptions

On March 17, 2002, governor Jim Geringer signed into law Chapter 90, Original Senate File 3, changing conflicts and allowing for additional campaigns or other authorized service medals for veterans as defined in W.S. 39-13-105.  This legislation is retroactive to January 1, 2002.

Qualified veterans must have been a Wyoming resident for the previous 3 years, have served during a qualified campaign and have not used in excess of the maximum in any other Wyoming county.  the deadline for filing is the last Monday in May each year and can be applied to the veteran's real property value or that of a vehicle.

The following are the qualifying dates of service:

Indian Wars (Veteran must have been a Wyoming resident on or before March 1, 1955)

Spanish American War

Filipino Insurrection

Boxer Rebellion

Puerto Rico Campaign

First World War

Second World War between December 8, 1941 and August 14, 1945

Korean War emergency between June 27, 1950 and July 28, 1953

Vietnam War emergency between August 5, 1964 and August 15, 1973

The following times of conflict must be accompanied by the Armed Forces Expeditionary Medal, the Vietnam service Medal or other authorized service or campaign medal:

Berlin between August 14, 1961 and June 1, 1963

Lebanon between July 1, 1958 and November 1, 1958

Quemoy and Matsu Islands between August 23, 1958 and June 1, 1963

Taiwan Straits between August  23, 1958 and January 1, 1959

Cuba between October 24, 1962 and June 1, 1963

Congo between November 23, 1964 and November 27, 1964

Dominican Republic between April 28, 1965 and September 21, 1966

Korea between October 1, 1966 and June 30, 1974

Congo between July 14, 1960 and September 1, 1962

Laos between April 19, 1961 and October 7, 1962

Vietnam between July 1, 1958 and August 4, 1964

Persian Gulf-Desert Storm between January 15, 1991 and March 3, 1991

Bosnia between November 20, 1995 and a date yet to be determined

Iraq-Operations Southern Watch and Operation Northern Watch from December 1, 1995 and January 1, 1997, respectively to a date yet to be determined.

Kosovo-Operation Allied Force/Air War over Kosovo and Serbia between March 24, 1999 and a date yet to be determined

Afghanistan and other locations-Operation Enduring Freedom and Operation Nobel Eagle (Homeland Security) between October 7, 2001 and a date yet to be determined.

This exemption allows a maximum yearly benefit of 2000 off the valuation of real property or vehicles owned by the qualifying veteran.

The maximum lifetime allowance is $800 tax dollars for each veteran with no limit on a qualifying veteran's widow or widower.  A service related disability entitles the veteran to reduced additional exemption after the maximum has been reached.
